Both countries poured billions into EV subsidies. The money went to buyer rebates and factory incentives, not infrastructure. Government planners assumed the private sector would build the network. They were wrong. Charging networks remain fragmented, expensive, and concentrated in wealthy cities.

Shell and BP built charging networks. So did Tesla and Ionity. But these are businesses, not public services. They install chargers where they profit, not where they are needed. Rural areas stay underserved. Apartment dwellers cannot install home chargers and depend on public networks that do not exist. Meanwhile, fossil fuel companies slow their exit from gas stations because EV charging has not yet threatened their core business. The infrastructure gap keeps old fuel alive.

Charging is not just an engineering problem. It is a policy failure. Governments subsidized demand without securing supply. They relied on market forces to build a system that requires cross-border coordination, standardized plugs and payment systems, and long-term investment private companies will not make. The result is patchwork. A driver crossing from Germany to France cannot assume chargers will be available.

EV adoption was never just about cars. It was a bet that the grid was ready. It was not. The cars are here. The infrastructure lags five years behind. That gap will not close if planners keep making the same mistake, assuming someone else will solve it.
