How Welfare Programs Create the Poverty Traps They Are Supposed to Fix

July 31, 2026 · Frisian News

When low-income workers earn extra money, welfare clawbacks often eliminate any gain. The system punishes work and keeps people trapped in poverty.

English

A single mother in Ohio earns $50 more a week at her job. Her welfare benefits drop by $49. She worked three extra shifts for nothing. This is not a bug in the system. It is the system. Many states impose effective tax rates above 90 percent on the earned income of welfare recipients. In some cases, people lose more in benefits than they gain from working.

Benefit clawback drives this. When you earn money, your housing assistance, food stamps, or cash aid shrink on a steep curve. Earn $100, lose $90 in benefits. The math is simple: no incentive to work more hours or take a better job. A second job pays less than the benefits you sacrifice. Some workers face marginal tax rates that ordinary earners would never accept. Nobody chooses this. Welfare recipients have no choice.

Politicians claim these programs help the poor. Clawback rules expose the lie. They keep people dependent on the state and bar them from the labor market. Who wins? Not the poor. Bureaucracies grow because more people need support. Employers gain a desperate, immobile workforce. Landlords profit because tenants cannot escape poverty. The poor stay poor, and everyone else benefits.

Studies show what common sense predicts: when work pays nothing, fewer people work. Research has documented lower labor force participation among welfare recipients when benefits phase out steeply. Researchers at universities across the country documented this for years. Their reports pile up. Nothing changes because changing it would mean admitting the system is backwards.

The poverty trap is not an accident. The system rewards dependency, not work. Until clawback rates fall below 50 percent, welfare does not help people escape poverty. It prevents them from doing so.
