How the Philippines Became America's Unsinkable Aircraft Carrier

The United States military now operates from nine bases across the Philippines under an expanded defense agreement, positioning the archipelago as a strategic forward position against China. The arrangement raises questions about Philippine sovereignty and whether Manila benefits or bears the risks of hosting American power.

The United States military now operates from bases across the Philippines under an expanded defense agreement. American bombers, destroyers, and surveillance aircraft use Filipino airfields and ports to project power across the Indo-Pacific. The arrangement marks a dramatic reversal from the Duterte years, when Manila had cooled toward Washington and leaned toward Beijing.

The Philippines sits astride the world's busiest shipping lanes and overlooks the South China Sea, where China has built artificial islands and installed military outposts. For Washington, Manila's location is invaluable, a stationary aircraft carrier that cannot be moved and costs America nothing to maintain in peacetime. The Quad framework positions the region as the central battlefield in a long-term confrontation with Chinese power.

The Philippines claims it needs American military backing because China has encroached on its maritime territory and harassed Filipino fishing boats. But hosting American bombers and missiles also makes the Philippines a target. Chinese military planners now have to consider the Philippines as part of America's defensive perimeter, which raises the risk of the archipelago being caught in a conflict it did not start.

Manila gets military aid, training, and security guarantees, but these benefits remain asymmetrical. The Philippines shoulders the political risk of American military presence while the United States secures strategic depth. American money flows to Manila's military leadership and their defense contractors, while ordinary Filipinos bear the consequences if the arrangement provokes Chinese retaliation or military confrontation.

The Philippines has exchanged geographic independence for the illusion of security. America has gained what it wanted: a network of forward bases without the expense of occupying territory. The real question is whether Manila is protecting itself or serving as a proxy in someone else's war.
